Everything you've asked for is easily found with a search on the forums or a Google search. Most of it is drag and drop/copy and paste so you could have done it in the time it's taken you to post twice.

Yeah, I had my Isla Abramia server operational with basic traders, zed and roaming AI in an evening.... as long as you aren't too fussed about the look of the traders, this is a pretty simple requirement. Sounds like you've got an existing server anyway so shouldn't be too hard to migrate some stuff over and get it running in one night.

For me what takes time is the tuning of all the 3rd party add-ons, creating new areas to explore (and building "pretty" traders) and tweaking the server in general.

Sorry that no one here has a Lingor mission file ready to go but yeah, it's only a few hours' work to switch maps with the basics running.
