Kicked off because of invalid ticket: Invalid ticket - Ticket invalid

Hello everyone, I have an incomprehensible problem who can come across?

I have a dedicated server with a mod exile installed officially via Steam, a licensed copy of the game itself. I and a few more people 5-10 successfully go in and play on the server. But a lot of people try to connect and immediately turn off, in the console it looks like this:
15:44:54 BattlEye Server: Player # 1 OldKitty (37.20.192.58:2304) connected
15:44:54 Player OldKitty connecting.
15:44:56 BattlEye Server: Player # 1 OldKitty - GUID: numbers
15:44:56 Player OldKitty connected (id = numbers).
15:44:57 BattlEye Server: Verified GUID (numbers) of player # 1 OldKitty
15:45:04 Player OldKitty disconnected.
15:45:04 BattlEye Server: Player # 1 OldKitty disconnected

I have BattlEye logging enabled, I gave write access to the log folder, changed folders but logs are created for some reason.

There are entries in the .rpt file, different people have the same reason for kick:
Client: OldKitty - Kicked off because of invalid ticket: Invalid ticket - Ticket invalid

How to understand the error in these people, why they can not connect?

I have an assumption that they use unlicensed software.
