Where do I buy a flag?

New to the mod and can't find who to buy this from? I have been playing on the west of the island and the West Trader doesn't appear to have an "office".

Is the Central Trader the only place to buy one? What have I missed?

Depends on the server, if they have custom traders they might have offices in other traders, but if it's only regular traders (Normal is 3) then it's only at Central Trader (Terminal.)
