Installing explosive in certain places

For example, about black market outside the safe zone.

As I can tell by your language in your posting, English is not your primary language.  As such, maybe you made a mistake.  'Black Markets' NEVER have 'safe zones'.  This is why they are termed 'black markets'.  They are DANGEROUS AND UNSAFE LOCATIONS!

This may answer your question as to why someone can place explosives.

Quite right, my language is not English, I use a translator to create a message.

I know that black traders are not safe places.

OMG!  I KNOW you did NOT use Google!  For when I put in '???? ?????? ??????????', there was the answer.  As matter of fact, IT IS THE VERY FIRST RETURN!  Instead of trying to do it YOURSELF, you DEPEND UPON OTHERS TO DO YOUR THINKING FOR YOU!

And 'turning for help'?  I DID HELP YOU!  I TOLD YOU where to find the answer!  Too much effort for you to go look?  It would appear so!  You want the answer HANDED TO YOU.  I am NOT going to do that.  YOU have to do some things for yourself.  I have pointed you in the correct direction.  I am NOT going to do it for you.  I am not your parents nor are you paying me to provide you with exact answers.
