This looks a lot like the special trader system that some Exile servers are using.  It's most likely a combination of the Arma Arsenal with some added coding.

@feak I think this is a custom. If multiple servers have it, that means its probably in a GitHub or taken straight from the mission file.

Any new information about it i search so long for this. i never find any information about it. Github is Clear from this. on the internet is nothing but i saw many server with it. so on any site or so it must have online to download.
