Upgrade option does nothing

hi guys.

i understand that, to upgrade the concrete window, to window with hatch, you need the fortification kit, if i dont have the kit on me and i pres the upgrade option, it says im missing the kit, if i have the kit on me and i pres the upgrade option, i does nothing.

it there something i need to setup on the server first, or some custom recipes i need to make?

 

its first time im setting up a server, so im still learning, so sorry if it's a noob question.

i looked in the community tab inhere already and didnt find anything
