extDB2: Error extDB2 is already setup & locked !!!

can anyone explain to me what this means exactly? and what causes it

the extdb log file shows no error, and all I did was change the mission.pbo and then started getting this error

 

so i need to better understand what exactly causes this to happen, whether its client side script, server side script etc.
