They do, but if you want to RCON but effectively no BE, just remove all of the BE filters from the server and it's almost the same thing (though very very very not secure).

I use http://battelemetrics.com. Since it's web based, you can use it anywhere without downloading software. It maintains a detailed history of players, includes the ability to ban players and send messages to the server on a scheduled timer. It even does reserved slots. It's worth the small monthly fee.
