Vehicles: Repair and Hot-wire

Repairs:  With duct tape being the be all repair item right now, I really think the repair time should be increased by at least 40%.  The current time would be fine if we were repairing one item at a time, but it's far too fast for going from almost exploding to 100%.

 

Hot-wire:  We're supposed to be convicts, I'm pretty sure we have learned the skills to break in and steal a vehicle faster than we can now.  Suggest a decrease in hot-wire time by at least 25%.
