The majority of players don't want Exile to be hard, so the servers that are will most likely to be low population.

A Country for Old Men is a hardcore Chernarus server in Sydney, AU.  We run 'Veteran' mode which has '1st-person-with-weapon-out' and other restrictions which support realistic firefights and tactics.  Also, high-end gear is very rare; DLC marksmen rifles and optics, thermal, machine guns, bipods and suppressors are all between 1/2,500 and 1/10,000 spawn chance.

I've spent some time crafting atmospheric trader zones though this is an ongoing process as I adjust the map in response to gameplay.  There are A3XAI but they are balanced so as to be an optional challenge, not a random death sentence.  Customized DMS missions spawn at a rate of 1-2 per hour and serve as a focus for PvP activity more than an objective in their own right.

The server is pretty new so we have a low population but that's changing as we gather adult players that don't need handouts or hand holding.
