Enable player healing at vehicles?

Hey guys, so i wanted to know if there is way to enable vehicles like the hemmt medical to have the option of healing players that get close and select the action, it seems like exile disables this.

Edit: Also is there any way to increase the 2:00 Minutes time to bleed out?
