I need to remove the big dome, but I can not delete it.
the admin deleted it but on resetting the server it returns to the same place.

It's gotta be deleted from the database, I've had a few pieces from EBM that act this way.

But how did the admin delete it? I am guessing he deleted it via infistar... That's the issue, it won't permanently delete via infistar, they must go into the database and find the exact construction and delete it there.

You personally can't do anything unless you're the admin with database access.
