Loot is not in all the houses of Australia. loot config Australia version 5.09. sorry for my English.

some buildings have no loot, because they are not really buildings.
They are built from seperate parts.

Have a look at the exile-expansion, there's a nice loot system in it, or you have to place your loot positions manually with loot position generator.
