Sending out server wide toasts?

So i have an Rcon service called mARMAcp that lets me input lines of code and execute them as commands while the server is running.

I was wondering what the line of code would look like if i wanted to send out a toast notification to everyone.

Is this even possible?

 

I'd want it for when my server starts an event that i have spawned.
