My server FPS < 1 but CPU and memory not peak

Run on Virtaul Server

OS : Ubuntu 15.04

Ram : 4 GB

CPU : 8 Core

When player 35 FPS down to 0

All player lag and delay 30 s when lock vehicle !!! I  dont know cause TT
 

Command run server

./arma3server -config=config.cfg -mod=@exile\;@nato_rus_weapons\;@tryk\;@nato_rus_vehicle -servermod=@exileserver  -autoinit

well my friend a VPS is shared CPU with other people i am not surprised it sits at 0FPS with 35 players

I used to run a server on a virtual machine, now this was like 1% Linux with the smallest CPU-usage (it was a barely used e-mail server) and the rest was a dedicated server for ARMA 3. The performance just plummeted when 45-50 players were playing. I reported the issue and was told by the community that ARMA 3 really suffers with virtual machines. It needs a non-vm environment to be able to perform decently.
