Does Tanoa require any startup params?

I am having trouble connecting to my Tanoa server. I have used the "Upgrade to Apex Pre-Release Build" in my hosts panel, changed the required build in A3DS\server.cfg to requiredBuild = 137131; and it seems to be failing to connect "Connecting Failed" upon joining.
