Just started playing exile and built my first base. Need help.

So I built a base and was about to put my final wall on the base when it said I can't build anymore or exceeded my build limit. Is this because my respect is too low or do I have to buy another flag to make the base larger?

You have to upgrade your territory. It can be upgraded in 10 steps, each step allows you to build further away from the flag you first planted, and build more walls, etc.
