Building off land

So im running a tavi server and people are trying to build on the battleships that spawn in the water and on the oil rigs and whenever they try to build anything its tell them theyre in enemy territory. Is this a taviana issue or and exile issue? If its an exile issue is there a way to fix it? I tried searching for this error and nothing comes up so if one of you guys could help thatd be great.

It's because when you place your plot pole it is going by the seabed. So the radius if the base does not reach where they are trying to be. So if the sea floor is 200m down then you would have to upgrade the plot pole past 200m, if that makes sense. Haven't seen any fixes.
