Cant Construct Wood Kits in my Territory

Yes did everying but the Files Edits The Territory config part out in the Config.cpp. all works now i can build/Construct Walls -

i did say and i did read I Said When i edited it i cant Build wood walls, doorways, gate ETC, Doesn't that mean Construct Them Ive Built Them Via Bench And Ive tried To Build them its says You Not in your own Territory Plus Bon's Infantry Wouldn't Affect The Construction of base building its Spawning/Buying Firendly AI To Command Them Like In Single player -

Yes i know what im doing Im Running my own server Right on my server i cant Build wood walls, doorways, gate ETC, Ive got some mods running heres a list, ACiDY Spawns, StatisBar, VEMFR, DMS, Modless Zombies, Bon's Infantry recuritment, (Which i havnt Figured how to get the Dialog to work) -
As The title says i cant build the Wood kits in my own Territory, i spawned in some Kits and a Created some but i cant Build them yet i own the territory I Dont know what to do. Thanks, StuntmanSlim
