ACiDy Configurable Spawn & Trade zones [w8ing 4 patch]

I get all the spawn spots and trader zones but no ai spawn there -
Why can't i increase the amount of zombies that spawn, i changed things to ridiculous high numbers and still same spawn numbers in the towns.

Exile's loot spawn is causing the zombies to go dumb, was trying to figure out what was causing them to freeze up and not attack, figured it out today. anyone else have this problem? and if so any solution?
